Thank you for your recent email to Ofcom regarding radio broadcast licensing. If you wish to broadcast anywhere in the UK using radio spectrum then you will need the relevant Ofcom licences. This certainly applies to you in Loughborough.
I would advise you to consider the following options:
Short term Restricted Service Licence: These are for broadcasting on FM (or AM) for up to a maximum of 28 days. Coverage areas are typically a 3km (2 mile) radius in an urban area, or a 5-7km (3-4) radius in a rural area. Groups in Greater London can run one RSL per year. Groups outside of London can broadcast up to twice per year with a 4 month separation gap between each broadcast.
Community Radio Licence: Community radio licences are for small-scale, not-for-profit radio stations operated for the good of members of the public, or of particular communities, and in order to deliver social gain. Other types of radio licence may also be appropriate for community groups, for example restricted service licences, see www.ofcom.org.uk/radio/ifi/rbl/rsls/ for more information.
Internet broadcasting:
Ofcom does not currently regulate internet streaming but it is a form of broadcasting you might like to consider. You will need to pay copyright fees should you play any copyright music.
PPL and PRS the music royalty collection agencies operate separately to Ofcom, I do not have the full set of tariff fees imposed by them. I would advise you to contact them directly.

There isn't a permanent (full time) FM radio licence that you can buy off the shelf. There are a number of reasons behind this, which I can explain if you wish, but basically it all comes down to a lack of available spectrum.
